Levy LoaderLevy Loader is a web-based platform tailored by Coal LSL to enable online upload, validation and submission of monthly Levy Advice forms. It works on a secure site accessible via a standard internet browser, with the exception of Internet Explorer.
Data quality is one of the biggest challenges to speedy levy processing. Supporting our employers with instant levy reporting is one of the most significant steps towards streamlining the levy process.
All employers are required to use Levy Loader to submit their monthly Levy Advice form.
Levy Loader users replace the authorised contacts we have on file for an organisation.
For that reason, Levy Loader users should include everyone that should be appointed as a contact that can liaise with Coal LSL about long service leave matters, and not be restricted to those who are actively administering levy information for your organisation.
Authorised contacts must be managed via Levy Loader once enrolled; submitting changes by filling an Update Contact Details Form or via the Employer Portal is no longer necessary.
Levy Loader is built on an established secure Salesforce platform and, as a result, inherits stringent security protocols of both Salesforce and Coal LSL’s infrastructure. The Salesforce domain uses a secure connection (https) and is protected by a security certificate, reducing the vulnerabilities associated with email transfer.
Enrolment is currently managed by Coal LSL upon employer registration and onboarding to the scheme. Find out more.
We regularly adapt the platform as part of continuous improvement, and update users on significant improvements as they occur. Note that adjustment levies cannot be submitted on Levy Loader, which is planned for a future phase.
The existing employer self-service portal is separate to this technology and remains available for the time being.

To add a layer of security to the login process, Levy Loader requires multi-factor authentication (MFA).
Multi-factor authentication is a security measure requiring users to provide multiple proofs of identity before they can access a website or application. This is often done by entering a code received on your mobile or answering a security question.

Only the Levy Loader Levy Advice form can be used to submit levies on the platform. You can download it from the Coal LSL website, or on the Levy Loader active levies screen once logged in.
Levy Loader currently support the upload, validation and submission of monthly Levy Advice forms only.
All other levy related tasks, such as making levy payments or submitting adjustment levies are not included in this phase of Levy Loader. Please continue to follow the current process for those activities.
No. Levy Loader has the ability to save the work you do within it; if you need to amend your Levy Advice form, you can resume where you left off on the platform.
Levy Advice forms are required on the 28th of the month for the previous month.
Overdue submissions may breach Section 5 of the Coal Mining Industry (Long Service Leave) Payroll Levy Collection Act 1992.
Only those granted with Levy Loader account management access can create and manage users for their organisation. Account managers can go to the Levy Loader account details screen (active users section) to add users, reset their account or tailor their system access.

A password reset only resets a user’s password and does not affect the MFA app or device connection with their Levy Loader account. Registered users wishing to change or update only their password should use the forgot password link on the Levy Loader login screen.
A user access reset resets both a user’s password and the MFA app and device connection with their Levy Loader account, also suspending their platform access until they complete the registration process (setting a new password and re-connecting an MFA app to their account). User access resets can only be performed by an account manager, from the Levy Loader account details screen. It should be used for registered users wishing to change the MFA app or device connected to their Levy Loader account.
No, there are no changes to monthly levy payments. Payments are required monthly via direct electronic funds transfer into the Fund; account details are provided on the form.
